Home & Community Based Services (HCBS)
HCBS waiver programs are Medical Assistance (Medicaid) services offered through the Minnesota Department of Human Services (DHS). The purpose of the HCBS waiver programs is to promote community living and independence based on the individual needs and choices of the recipient. The programs do this by providing various additional services beyond what is otherwise available through Medical Assistance (Medicaid). DHS uses Medical Assistance (Medicaid) and State funds to provide these services and supports to allow people to live in their homes or a community setting as an alternative to a hospital, intermediate care facility for people with developmental disabilities or related conditions (ICF/DD), or a nursing facility (NF).
